I've lived in Spokane 28 years and have personally felt very safe. I walk through downtown as part of my daily commute, I have never been the victim of crime. I wish that people were not afraid of the homeless or mentally ill, they are Gods children also.

Spokane is not a place I would recommend at night. You will see homeless people in the day and at night. They often appear to be drug addicts shouting at nothing. Vandalism is common. There have been assaults in the park by drug-addicted assailants. You must hide your valuables if you leave them in the car. I would not recommend wandering the city during the day or the night. The city needs more police and probably a bigger jail. The crime seems to be increasing every year. Public transit is relatively safe, however, the bus depot in the city is a scary place with many sketchy people. Do not make eye contact, keep your distance, and avoid conversations.
