The economy is booming here. The climate can be tough if you're not from the tropics. It's hot and humid most of the year, but in the winter months (Dec to Feb) it is awesome, with cool breezes at night, and perfect during the day. My arthritis completely disappears when I'm here. The islands and beaches are amazing, the people are attractive and friendly, and it is quite easy and inexpensive to go to resorts on other islands, just take a ferry and rent a motorbike when you get there. The city is noisy and congested but there are ways around that, and there are some world-class malls for shopping or movies. The native food is only average imho, but eating in western style or international cuisine restaurants is much cheaper than at home. Overall you can have a good quality of life here if you plan and do your homework.

Cebu City and surrounding area is very fast growing in terms of office space, condominiums and shopping malls. Actually they propose to open a second terminal at international airport at Aug 2017 and a third bridge to Mactan Island (where the airport is situated) around 2020. That will stimulate more international and national flight movements as well as a further push in economy development (actual growth rate is 6,7%). There is a huge problem with safe and quick traffic due to lack of good roads and a efficient traffic management system. The mix of lorries, busses, jeepneys, taxis, tricycles and motorcycles slows down the traffic sometimes to a walking speed, so more and more bicycle drivers rush the streets.
