The level of cleaniness is very mediocre in Bulgaria, and the situation of the cleaniness is generally average in Plovdiv. The city does have a park in the downtown which is a bit more large and is clean and green. But that's the least normal thing for a city of this size. There are also some other parks in the downtown that are clean and large enough. The downtown is kept tidy. However outside the downtown the city is left in bad conditions, which also includes the bad quality of parks in means of greenery, size and location. Outside the city center the parks and green spaces are few relative to the size of the area, albeit they are clean, but the streets are quite dirty, there are often no sidewalks, or the sidewalks are dilapidated, and are in poor condition. You can step on a puddle easily, even more if it is dark, because street lights are in a poor quality (low coverage or absent), both in Plovdiv and elsewhere in Bulgaria. Also you can easily trip yourself, beacuse of the bad condition of the sidewalks in this country. After it rains the streets are in mud, and most of the time there is mud near the strees, especially in the empty spaces. The noise is not really a problem, the water runs regularly and is decent, just avoid to drink it. In summary the downtown is kept tidy, streets are in good condition and there is a large clean park and also some other parks that are clean and green, good to have a walk or sit down. But outside the city center there are few parks, and the conditions are overally bad and dissatisfactiory for a large city located in the EU. It is truly shameful that for a city that presents itself as the capital of culture of Europe, outside it's most central areas, the neighborhoods and the perifery are left in dispair.
