The city has got a very vibrant nightlife ( corniche ) and many petty crime happens around nigh-clubs as pickpocket would take advantage of drunk people and snap theirs belongings . Although, I’ve never seen a city of that size having such a huge night life during the week.
The culture is very Arab oriented so human interactions are everywhere. Weather is a pushy seller or someone asking directions.

Like any big city one must take care, but I walk often and use public transportation (tram, taxi, train) and only ever encounter normal people going about their everyday life. It's also very common for young people to give up their seats to the elderly.
Another thing I've seen regularly is free water. Cafés will have large water jugs for use by passersby.
Not only tourists are at a risk to be harmed in any way but so are locals as well.
Lot of drugs dealers, angry people, corrupted police. Don't rely on police to do anything.
If you think you should visit it, try to be only in Ain Diab beach which is a little bit secure. The rest of downtown is horrible and congested with traffic and people.
Try to be careful from those who ride scooters and motorcycles, they can steal your belongings and run so quick. The buses are the last transportation you will be thinking to take. Completely crowded and horrible.
In general, try to avoid it as it's not safe neither in day nor evening time.
