wouldn't be a good ideea to have check boxes in the cost-of-living page? Check OUT boxes?
Like:

I don't go to restaurants check-box = not important to me.
I don't care of price of sports/leisure: check-box/filter this OUT= not important to me.
I don't care about child care of Buying a house: check-box/filter this OUT = not important to me.

Let say I am a STUDENT from Hanoi, Vietnam and want to go study in Perugia, Italy. The information I need is: How much money should I Expect to borrow? You provide that comparison.
Let say I am an working person (single) that wants to move to another city. Will it be cheaper for me to live in that city? The information I need is: Given the minimum salary, how much is the living in that city? You provide that comparison.

My humble suggestion is as above: check-boxes to OUT what I am Not interested about. and the total will be Accordingly. "ah, ok, if you are not interested in child care, restaurants and buying and apartment/house, then THIS is what we know..."

Thank you for your wonderful idea and good job!
