Let me introduce yourself in my hometown.

Purchasing Power is low as in Russia in general. An average salary is 25000 RUB but it is considered "good" here. It is closer to the truth, but I'd rather said 20000 RUB. It depends on the job you are doing, so statistic is quite different.

Izhevsk is the safety city. Actually, here is no gangs. Also, last time police patrol streets more often. And at the night, too. Anyway, you should keep an eye peeled at outskirts like Bummash, Starki, Mashinostroitel'.

Healthcare is worse than moderate. Medicine in Russia is free.But Be ready for crowds in hospitals. Moreover, there are online queues mixed with "live" ones. It is common when you can't visit a doctor for a nearest weeks because of online queue. However, you could visit paid specialist in paid hospital.A Cost of consultation starts from 400 RUB (very approximately).

The climate is different. Cold long winters, short spring and autumn and moderate summer. Vast amount of snow, long snowfalls. Spring is the time of slush, the worst in the year. An Autumnt is rain season. Some summers may be hot and pleasant, some are not. Ah, snow usually lies from the beginning of November till the middle of April.
Here are no tornados and floods in Izhevsk (except spring time when snow melts), no earthquakes. Days are short in winter and long in summer. Duration of the sun day varies from 7 till 19 hours.

Living in Izhevsk is cheap in comparison to bigger Russian cities. But some things here might be a bit more expensive because of Ural Coefficient. Once I lived 5 days on 1000 RUB (15$), going to University every day and eating few times a day.

It is impossible to buy an apartament for most local people because of the difference between their income and property price. For instance, I'm still living with my parents because I can't afford rent an apartament without their help even if I work.

Izhevsk is a compact city so you can walk from the center to most city limits within 60-80 minutes. Evening rush hours worse than morning ones, but usually you don't stuck in a traffic jam for more than 20 minutes. I think this is not a serious problem for Izhevsk but it might be soon.

Air in Izhevsk is polluted because of numerous plants and transport. Pond and rivers are polluted by sewage. In some places the ground is dirty.

To sum up, I don't recommend you to visit Izhevsk. Here is nothing to do except some tourist attractions you are able to check in 2-3 hours. Here is no work and
no prospects for most.
Anyway,Izhevsk is a good place for one day trip. I think it would be enough for you :)
