Have visited here for past 15 years, lived in Thailand for 16 years. Have lived in Nakhon Ratchasima (Korat) for the past four years. I live in the south west of the city about 8 km. from city center. The air pollution is not bad where I live. The roads of Korat are traffic jammed, due to lack of future planning and current updating. I never drive on Sat. or Sun. due to traffic. There is currently one main shopping center (The Mall) and due to it's location, traffic control and access is a major cause of problems. ALSO, there are currently two new shopping malls under construction (Terminal 21 and Central Plaza). Without major changes (which will never be made) Korat is in deep trouble. In fact, the entire country needs good leadership in upgrade of the old ways and customs. Only providing mega malls, but doing nothing the the downtrodden infrastructure of roads and locations, is choking the country. (Pun intended). ex: at 4-way intersections, 100% of traffic crosses the intersection. The best that can be accomplished is to pass it 50-50%. Since they do not know how to control illegal drivers, they set the lights to change for only one direction at a time, meaning 25-25-25-25% passing. There are traffic lights of 120 - 280 seconds of waiting time. Guess what happens during rush hour and weekends? Actually, Korat is also a very dirty city, nothing is maintained on a regular basis, only if a political priority.
Your questions on drinking water purity basically have no meaning. You dare not drink tap water (which I consider drinking water anywhere in the Orient (except Singapore, and Japan). I have lived and visited many countries in the Orient. If I visit, I drink bottled water, if I live there, I find the water supply, and most times, boil tap water in a hot pot for house usage and drinking. This kills all bacteria, but heavy metals are unknown, every where in the world, until the cancer death rate raises and proper testing is done. (Ask people that lived in NY at Love Canal area).
Garbage pickup where I live is good, in the city, I cannot say, but home and business owners do not protect the garbage prior to pickup. (Hold your nose as you pass). At dump locations, I do not think the ground water is protected from leeching. (that costs money).
The large park and lake in the south central, is very nice and well maintained. It should be, it is on military property and maintained by same. All are allowed to use.
All lakes and waterways here are VERY polluted, the main colors are green and brown. No one cares enough to take care of anything (that costs money).
Attempt to walk or travel as a handicapped (wheelchair bound) person. Vehicles & motorbikes park on sidewalks, they are blocked by vendors and shop owners. Flower pots and small trees are used as property dividers from building to street. Telephone booths sometimes totally block the walkway. Broken and uneven walkways are not repaired, open holes are not covered or taken care of properly. Building entrance and corner curb access are never dealt with. They now have handicapped parking at malls, Tesco, Big C, etc. They are normally blocked off by tape or cones, as all local people will park in them, uncaring for others.
LOS (land of smiles) means they are looking at your wallet, getting to it brings a smile. The laws are on the books, but selective non enforcement, impunity, and C., hinder all attempts at even small progress.
I am no longer a night person, so cannot comment on noise and and night time problems. I know they used to have many motorbike and young driver problems. Also, the night life and noise went on ALL night. The locals of this country show no respect for neighbors: they do not observe any quiet hours during the week nights, only what they wish to do.
I have many other negative opinions, just ask me. Thanks for reading/listening to my rant and rave. I plan to move soon, it must get better somewhere.
