The most skechy area is probably Annelinn. I've also heard some stories about Raadi. But even that may be an overstatement. It's good to be alert, but there isn't a need to avoid walking around at night in these places. And during the day you won't need to worry at all.

Also, it's worth to mention that the Pirogov park can be a place for drunken fights during Friday and Saturday evenings. Just to be aware. That doesn't mean you should avoid it though, but just to inform you.
