I doubt that in the Dom Rep and similar countries Corruption and Bribery can be considered crimes.It's their way of living and priced in in the low wages of public servants (I have cruised those waters with a sailing vessel, have paid the usual amount, which was not excessive, to police and the locals, and could leave the boat alone at anchor without anybody putting a foot on it. Being courteous and having always a beer at hand helps as well.)
