As of January 2016 I witnessed 3 men chase an Indian Sikh into our Backpacker's, these 3 men claimed to be police and tried to force the Indian guy into a car they were also demanding his passport.
The guy completely was terrified as a crowd of 100 had gathered some were accusing him of being ISIS and made threats to lynch him. Myself and a Romanian guy intervened and demanded these so called police show their police badges, they didn't have any form of ID, I was going to bash 2 of them but had to back away when the crowd became angry , lucky a uniformed policeman did turn up and they took the Sikh away for interrogation, only to release him 2 hours later, the crowd dwindled away but the 3 men (crooks) were not arrested, we beleive they going to kid the indian guy and steal his money, the Timorese are so uneducated and dumb travellors going alone should NOT trust the Timorese, as the Timorese only view westerners as walking cash cows, do not use local tour guides as they will give you misinformation.
