With the town's station closed down some time ago, the police presence in the twon has dropped. Also offenders are far more likely to be given on the spot fines or a verbal rather than more serious penalities. Officers know that to take a suspect into custody means leaving the town, so it is easier for the officer to take the softest line. This crime-breeding leniency has been noticed by the town's increadsingly assertive criminal element, to the detriment of the non-criminal citizenry.
