Everything is too expensive here. Apartments that are not in favellas cost at least 4.000-5.000 BRL per month, including rent and condominio. And trust me, it would be relatively poor areas still. The rest, such as food, is almost the same as in Sao Paulo. However, restaurants and healthcare can be costly.
If you want to move to Rio and safety is not a concern, you'd need at least 5.000 just to make your ends meet. If you want a comfortable regular life, do not expect the sum be less than 10.000 (6.000 for rent, 2.500 for food, 1.500 for transport like Uber and occasional purchases).
Don’t be afraid of Covid it’s just a mild cold rebranded there is no pandemic never was .
