The cost of living in Leuven is absolutely not less expensive than in Duesseldorf. In Duesseldorf and Germany generally you can find a bottle of milk for under 1 Euro, sometimes even 79 cents (im Angebot), 12 eggs cost 1.99, 1 kg of Tomatoes cost 1,25 etc.
Even Rent is much cheaper in Duesseldorf than Leuven. So Belgium is more expensive than Germany 100%.
