Brazil's economy is in deep trouble and real estate prices in Fortaleza have started PLUNGING. There are a couple of rubbish online publications (Live & Retire Internationally, etc) trying to trick Americans and Canadians by touting Fortaleza as a wonderful place to buy beachfront property and retire overseas. Those idiots have already lost a LOT of money investing in Brazil and if you follow their garbage advice, you will also LOSE a lot of money very soon!
