Campinas is considered the Brazilian Silicon Valley.
It has the best airport in the country and many technology startups.
UNICAMP (University of Campinas) is considered the best university in Latin America.

T.I professionals have a comfortable life in the city.
It is a city near São Paulo.
It has many neighboring cities of Campinas with a lower cost of living (30 minutes travel to reach Campinas).

The city has no beach nearby.
Comfortable weather, usually the whole year 20Cº

The city has problem with crime (like almost all Brazil), for greater comfort, I recommend living in a condominium (Apartment or house)

We are facing in Brazil a harsh political situation, economic breakdown and market volatility. If you plan to come soon please, rethink your prospects regarding your lifelong goals. The government is crashing us hard, with previdentiary refit and new brazilian labor (out)law reform. (more or less changed during the course of acceptance in the senate: https://www.latlegal.com/2017/08/brazil-labor-reform-what-you-need-to-know-about-law-no-134672017/).

Pay attention, also, to the fact that the criminality has escalated on a surge rate due to the massive unemployability mass.

The worst of all this, is the fact that our science and technology fund system has been collapsed: http://www.sciencemag.org/news/2017/10/brazil-researchers-struggle-fend-deepening-budget-cuts

So, forget to do R&D here, don't get fooled by despaired hiring staff's seeking mad for workforce all the world around. Cheers!
