I've lived in Brighton my entire life. There's always been a noise ordinance after 9pm everyday.Brighton isn't a party city quite the opposite actually.The party strip was intentionally built 6klm from the city just for this reason. It appears you are a party reveler shouting obscenities out of your window. There's an ordinance against that too day or night. What you mentioned about Brighton is rubbish.
I have had countless run-ins, ranging from knocking on doors at 2am (in the week), to writing polite, friendly letters, entire household knocking on doors, contact with the council, contact with the police, contact with my landlord, the offenders' landlords, the offenders' letting agents - it is a constant nightmare...
In more than one property, on (many) more than one occasion(s), neighbours with whom I have shared walls or ceilings/floors have been blasting music for 24+ hours during the week. You may try white noise machines, noise-dampening headphones (good luck trying to sleep with them on) on top of earplugs, and suffer in silence for weeks or even months, to be a 'good' neighbour. Every time I have asked after prolonged misery, the result is aggression and turning the music up.
I have not resorted to screaming threats of violence out of my window at the early hours of the morning as revelers can be heard down the street partying during the week, but other neighbours have done this. It's like living in a stereotypical New York city neighbourhood in an 80s cop movie.
Make no mistake: this is a city for you if, and only if, you have a desire only for a purely selfish party lifestyle. If you are a considerate adult who wants to succeed in your studies or your career, forget about it.
