Iloilo City has one of the most expensive electricity rates in the world. Japan is clamoring about its rate at JPY 4.19 (3.5 US cents) per kWh. Imagine if those firms moved here to a whopping PHP 12.58/KWh (JYP 32.47/ 27 US cents).

Apparently you have never lived in south Florida. During the hot months (usually mid-March to late October), electric bills can exceed $350.00 (USD). And these figures were as of 25 years ago. One reason why I left.
