What a nonsense in the comments. You can safely walk all parts of Utrecht at night, unless you wear a big israeli flag or insult other religions. Gay people are also extremely safe in the Netherlands, you would have to dress up all pink or rainbow colors and run into a mosque to get beaten up.

In general it's a very safe city, especially during the day. A little caution is advised when walking through bad neighbourhoods at night. Due the high presence of Islamic migrants in certain neighbourhoods I would discourage to be visibly gay or Jewish in those places.
