If you are in the wrong place in a wrong time there can happen' something. Mostly move in the Old Town and Center, it's safe, somethimes there are pick pocketing, because of the tourrists. Just pay attention where you put your stuff, don't put it in your back pockets, also watch out for your backpack, close it completely. During the night do not go to the suburbs if you don't need, some of them are Alipašino Polje, Ilidža, Otoka, Dobrinja avoid it! Also a good tip, if you drive a expesive car watch out where u park it, it can be stolen.

Yes I would say it's safe for people who can pay attention. The point is that it's not enough safe. My roommates have been robbed by armed people of their phones, while I was completely alone in the worst part of the city and nothing happened to me. You only need to look like you know what are you doing all the time.
