Moved tp phoenix almost 20 years ago. Born and raised in a suburb of milwaukee also lived outside charleston sc for 5 years. Nowhere is perfect. All cities have issues. With that said here is my opinion.
Milwaukee-racial tension and segregation hidden just below the surface. Had a fair amount of crime for a city its size.
Charelston- extreme prejudice, dont even try to hide it. Education system is horrid. Very backwards.
Phoenix- has its issues, but for its size is not as bad as you would think. Racially diverse and integrated. Most people are decent open minded and just want to have a life.

It's safer to live in Veracruz Mexico than Phoenix. I'm not surprised, but I find it funny.
