As an American, I have been to many places in Mexico. From the far west to the far south of Mexico. As for Mexicali I have found it to be a safe and friendly town. I have taken many buses and taxi's. Walked the streets many many many kilometers through many many many neighborhoods and have never had any issues night or day. Just be aware of your surroundings as you would be with any other place and you will be fine.
