The safety level for tourist in Goa is very low. There have been many uninvestigated and unsolved tourists killings in Goa. starting with Scarlett Keeling and one of the latest Felix Dahl killed in Patnem Goa at 28.01.2015. Most of the cases do not reported but are instead just brushed under the carpet by the authorities. Most of the info could be found at
