I've lived in Chelyabinsk for most of my life though I wasn't born there. Generally speaking, the city itself is moderately safe unless you end up in some sketchy neighbourhood like Leninskii or Traktorozavodskii, or you're an easily recognized LGBTQ+ community member or maybe even both. I also wouldn't recommend that you roam in the city at nights. There are much worse cities in Russian in terms of crime - as well as much better ones though.
