Rent Prices are rapidly increasing on an incredibly frequent basis. What may be considered as "outside the city center" is the desirable beach area where many foreigners choose to reside, thus prices there are sometimes much higher than "in the city center".
Additionally, as is the case for most of Vietnam, produce costs are lower at local markets than in supermarkets (though, they have the ability to be quite a bit higher than in supermarkets if you don't haggle).
Lastly, fruit in Da Nang is quite a bit higher than some other areas. I am told this is because the ground around here is less fertile, and more fruit is brought in. Though, just as in other parts of Vietnam, apples and oranges are not necessarily staples. I recently purchased mangoes for 31,9000/kg and dragon fruit for 29,000/kg. The former can vary in cost depending on type, and while the latter price is about average (25-40k/kg for dragon fruit), it is expensive compared to southern Vietnam where a lot of them are grown. Watermelon can be had for quite cheap (10,900/kg - though they had a special of 4,900/kg).
Some other produce prices on my recent Big C trip: 42,900/kg for capsicum/red pepper; 11,500/kg for carrots; 13,900/kg for zucchini; 29,900/kg for avocados; and 19,500/kg for papaya.
