No dead seaweed leaves oily residue. The oily residue is human waste full of nitrogen which is fed by algae— this makes the sea full of nutrients which then feeds more algae suffocating the sea life esp. corals. Big problem in Thailand. It’s human doing. Nothing else.

I live expat retired in Samui 500 meters away from Lamai Beach and can explain the comment from Anthony Flanagan.
Every Year somme Seaweed finish a cycle of life and climb to the surface of the Sea and is pushed by the wind to the shore and it smells. It is natural and it does not stay very long. Nothing to do it is the nature.
