As a white westerner Marrakesh is very safe. The police are extremely harsh on locals committing crime towards tourists. I lived there on and off for a few years and the longer I was there and the less a "tourist" I became the more underlying issues like drug/alcohol addiction, local corruption, scams and violence I witnessed. However as a tourist all you are only ever likely to see is a bit of trader harassment and low level corruption. Moroccans get a lot of Flac from westerners for being dodgy but overall I find this to be a myth. There is a lot of poverty in the medina and high of unemployment amongst young men, and like anywhere this can cause tensions. Esp when tourists are inexperienced and inadvertently cause a level of expectation that they have plenty of cash to spend or occasionally women being unintentionally immodest. As a primarily Muslim country it is much more liberal and secular than other North African countries, however, there is still a level of modesty expected if you want to be treated with dignity as a woman. Nothing too extreme but the more respectful you are the more you will get in return. Hope this is helpful and please don't be put off by a minority's bad experience. This is an amazing city in an equally beautiful country.
